The decision and the process for relocating the refugees was developed, and is being implemented, based on agreements reached among the Tanzanian and Burundian governments and the UN Refugee Agency (UNHCR). These decisions were made publicly and in the belief that this is ultimately in the best interests of the refugees (see: http://www.trust.org/alertnet/news/unhcr-reaffirms-support-for-integration-of-1972-burundians-in-tanzania).
Importantly, the decision to repatriate those who wanted to return to Burundi and naturalise those who wanted to become citizens of Tanzania was made before AgriSol ever became involved, and we were not involved in the decisions or subsequent activities.
